Lidar East Java 2024

The EFEO, as part of the ERC-funded Archaeoscape.ai project, proposes to undertake a wide-area airborne lidar acquisition in July to September 2024 in East Java, Indonesia for the purposes of scientific research encompassing various fields including archaeology, ecology, hydrology, geomorphology, urban planning, and heritage management. The EFEO is launching a procurement procedure using an open call for tenders.

# FAQ Lidar 2024

1. What is the time frame for evaluating the bids?

We expect to evaluate the bids and notify the successful bidder in the *first week* of June 2024.

2. Why are technical aspects such as time frame and data quality requirements defined so narrowly?

The request for bids is drawn from experience with multiple programs of wide-area lidar acquisition in this region of interest, and reflect the diverse requirements of a broad and multidisciplinary team.

3. Are we limited to using a specific platform (e.g. helicopter or fixed-wing) or sensor?

No. As long as the basic requirements for data deliverables are met, there will be no specific preference for platform or sensor. Bidders should take into account what resources are available locally in Indonesia, or what resources they may be able to bring in-country given the applicable laws.

4. Can I adapt the basic deliverable requirements to my specific platform/sensor?

No. Proposals which fail to meet the essential requirements for deliverables as given in the Technical Annex, which is Schedule 4 in the Tender Rules, may be deemed non-compliant.

On the other hand, there is significant flexibility within the optional/preferred deliverables; we welcome creative and innovative solutions and proposals for different kinds of data products, with pricing proposals and options, in addition to the essential requirements, and we will evaluate these on their merits.

5. Are permissions in place for the project?

See the Technical Annex, which is Schedule 4 in the Tender Rules. The EFEO is obtaining the high-level permissions with the Indonesian government to conduct the specified work, within the specified areas, within the specified time frame. This provides a framework for more granular permissions (for example for the combination, staffing) proposed by the successful bidder. All stakeholders will work together in this period to acquire the necessary permissions.

6. Are bidders of any particular nationality/origin preferred?

No. We welcome any and all bidders, from public and private sectors, irrespective of nationality and country of origin, and this will not be a factor in the assessment of proposals. Nevertheless, it remains the sole responsibility of the bider to ensure that he complies entirely, satisfactorily and on time with all regulations in force in Indonesia.

7. Can you respond by email to requests further information? Can we meet, or talk on the phone, to discuss this further?

No. Article 7 of the Tender Rules document offers a mechanism for potential bidders to request further information in writing up to 10 days before the submission of bids (i.e., 28 May 2024), but to ensure a level playing field, all potential bidders must have access to the same information for the preparation their bids. Responses to questions will therefore be posted publicly here on this web page, and it will be the responsibility of the potential bidders to keep apprised of information posted here. In accordance with Article 7, we will accept requests for further information and post information here up to and including 18 May 2024. After this date, no further requests for information will be entertained, this web page will not be updated with additional responses, and the information can be considered final.

8. Some of the forms or requirements are specific to France, or to French bidders, and don't apply to us; what do we do?

Article 4.1 of the Tender Rules document provides a list of documents to be provided by bidders, and, per French procurement rules, includes a request for two documents that are specific to France: the DC1 (letter of application) and DC2 (applicant declaration) forms.

However, as an alternative to the DC1 and DC2, bidders from anywhere in the world may use the European Single Procurement Document (EPSD) service at https://dume.chorus-pro.gouv.fr/#/accueil/operateur-economique (in both English and French) to create the required EPSD documentation for France (specifying the Type of Procedure as "Appel d'offres overt" and the Type of Contract as "Services").

Please note also that in the absence of certifications specific to France, the Tender Rules provide for alternatives as follows: "Equivalents may be provided for the aforementioned certificates. Foreign companies may provide certificates issued by organisations in their state of origin."

9. Has the EFEO set a provisional budget for this bid ?

The EFEO does not wish to set a provisional budget for the bid.

10. Do I have to fill in every AE annex?

Yes, except for the "NOTIFICATION OF THE CONTRACT TO THE CONTRACTOR" which will be provided by the EFEO to the successful bid, and the "PLEDGE OR ASSIGNMENT OF RECEIVABLES" which will be completed by the successful contractor and only if needed.

11. Does the phrase "High-resolution multispectral aerial photo imagery (RBG or RGBI)" mean that RGB is acceptable ?

Any satisfactory technical solution, including using RGB, will be considered. The binders may propose alternative technical solutions, provided they explicitly mention the difference to the technical specifications given.

12. Who is the EFEO's government counterpart in Indonesia for this acqusitions?

Government institution delivering the authorisation for that project is BRIN (National Research and Innovation Agency).

13. To whom should we address the proposal? Should we address it to anyone specifically or "To whom it may concern?

The  proposal should be address directly to Nicolas Fiévé, the "Director of the EFEO".
