The Hanoi centre welcomes Emmanuel Pannier as a post-doctoral fellow in 2015. Dr Pannier's research is on state-ethnic group relations in the context of water management. To compare contrasting circumstances in terms of ethnic group, hydrographic situation and hydraulic infrastructure, his field research focuses on two areas: Bát Xát district (Lao Cai province - terraced rice fields) and Sông Mã district (Sơn La province - valley floor rice fields).
