EFEO Paris Seminar
The EFEO Paris Seminar is on Monday, May 26 (11:00 a.m. to 13:30 p.m.): presentation by Philippe Le Failler (EFEO) on the topic "De l'interdiction de l'opium dans le Vietnam précolonial d'après la chronique officielle de la dynastie des Nguyễn (Đại Nam Thực Lục) [The prohibition of opium in precolonial Vietnam according to the official chronical of the Nguyễn (Đại Nam Thực Lục) dynasty]." Maison de l'Asie (22 avenue du Président Wilson, 75116 Paris, second floor meeting room).

Western penetration into Asia was greatly stimulated by the commercial and financial exploitation of opium. English merchants in the opium trade and colonial monopolies spread its use enthusiastically, using as their justification the fact that "Orientals" were racially or culturally predisposed to using opium. With the forced opening of China to the trade came the extension of this practice beyond its southern borders. Already at the beginning of the 19th century Vietnam was suffering from its terrible effects and there was a proposal afoot to guard against it by officially prohibiting it. After the 1820 decree notices of the prohibition were circulated among officials, the educated classes, and then the ordinary people. Aware that opium addiction had already penetrated certain parts of the society, and believing that it might be better to attempt to curb rather than tp prohibit it outright, some tried to cut opium use by taxation and by the establishment of a state monopoly . After 1885 it fell upon French colonisers to complete this project and to establish first farms and then the opium Régie [Administration], which survived down to 1945.
